At 7:49 AM on April 14, 2010, a 7.1-magnitude earthquake struck Yushu County, Yushu Tibetan Autonomous Prefecture, Qinghai Province. Since then, numerous aftershocks have occurred, causing significant casualties and the collapse of many buildings. To express the deep condolences of the people of all ethnic groups across the country for the victims of the Qinghai Yushu earthquake, the State Council has decided to hold a national day of mourning on April 21, 2010. During this time, national flags at home and at embassies and consulates abroad will be flown at half-mast, and public entertainment activities will be suspended.

1. Cultural administrative departments at all levels, cultural market comprehensive law enforcement agencies, and all cultural units across the country must follow the requirements of the State Council announcement. Where the national flag is flown, it shall be flown at half-mast.
2. All departments and units within the national cultural system shall stop organizing all entertainment activities.
3. All cultural and entertainment venues nationwide shall stop all entertainment activities. 4. Cultural administrative departments and cultural market comprehensive law enforcement agencies at all levels must strengthen supervision of the implementation of the State Council’s decision by various cultural and entertainment venues and business units in their respective regions. Any violations of the decision shall be investigated and punished according to the law.
